How to manually add the Phishing button in Outlook Online
Click on the setting icon in the top right-hand corner of your banner.
At the bottom of that pane click to view all Outlook settings.
Click on Mail then Customize actions
In the Message surface section check the Report Phishing item.
You should now see the Report Phishing icon in your emails.
